Just a suggestion to stop some arguing or confusing amongst clan mates. You should include a "signup" click icon at each target for players who would want to raid that target. That way prior to war you can discuss with who else wants to attack the same target. It wouldn't be a requirement to select this option, but a good communication tool between everyone who is not always on at the same time to show intent. It would allow players to swap targets if they realize that another member would be better off attacking that target.
