I am also one of them who can't buy gems. Here almost all are trying there best to use VPN but now almost all can't buy gems through the same way. Even I can't. I used to buy gems for my friends but recently it's not possible.

Maybe supercell should be able to transform celphone credict into gens as other games do (like bigfarm)
Is this sorta like what supercell said about selling gift cards in stores with x amount of gems? They said that Apple won't let them sell IAPs except in the app because Apple take like 10% or the money so if you do it that way they can't and won't let companies do it that way. Can you buy IAPs in other games with cherry cards?
