What determines "eligible" clan members to start clan wars?

We now have 10 members but get a " not enough eligible members" message

There must a bug/error. The smallest clan war allowable is 10 vs. 10, so you should be fine.

as long as you have at least 10 members at the time of matchmaking, all players should be eligible.

Keep trying. Maybe there are currently no other 10-14 member clans of similar strength to be found, so instead of matching you up unfairly, they just told you they can't match you with anyone.

If a player joined from another clan where they were in a middle of a war... They will not not be eligible to be in a war... until the cool down is complete... It will Usually tell you the time they have to wait when they join.
