This is a great idea. Rather then a pop-up page however I envision something much simpler.
Imagine if you will, a "white board" that is incorporated into the home side of the clan wars map and is always visible on the map unless the chat tab is opened. It is in essence part of the map, just like the trail between the town halls and the terrain. It could be on the left side of the map and as long as the map is.
The leader can tap this blank area to open a dialogue window. This widow gives him/her the options to edit war notes and set permissions.
When edit war notes is selected the leader may type a message in a window similar to the clan description or clan mail window. When completed the leader tapps save. That message is then placed on the map in the style of the artwork already present. If the text of that message is tapped after it has posted, the leader has the option to delete that post followed by a confirmation of intent to delete. The next edit places that message below the first and so on, eventually when the space is all used, the top message is bumped off and gone forever.
When set permissions is tapped, a settings window will open. It will be populated with columns corresponding to ranks, (co-leader, elder, & member) and check boxes under each. In each row will be an feature for the war notes board, for example, May post, May delete own post, May delete any post & may change permissions. Checking the corresponding box will give that rank of the clan that permission. O
Under that is the option to clear the war notes at the next war, with an on off switch next to it. By switching off, the notes from the previous war will be visible when the next war starts. (Similar to how the war clan castle troop request remains from one war to the next.) Sliding the switch to on will result in clearing the notes at the close of the war and starting the next war with a clean note pad on the war map. Below all of that will be a save button, clicking this will save any changes and close the window.
Doing it like this will not only make it "hard to miss" but also easily managed for clan leaders and their style of leadership. The uses for such a device are numerous, members can post they're intended target. Co leaders could issue helpful hints and leaders can issue orders of war.
