can two or more members attack one base at the same time?

Yes but the stars do not stack so no benefit to to your clan if you both three star it

The game gets hanged on my ipad after the first action in clan war mode. Nothing I can do except to keep resetting. Please advice. Thanks.

Try and hard reset the game than dont use the scout button
