Happens to me too.
Supercell team, if this helps my IGN is Amanda, level 43 with TH7. I'm in the clan Bandit Army. I can't attack anywhere and also I can't collect resources.

Try to fix it, I only had this problem after the break that just happened.

I'm pretty sure you can still use upgrading heroes when you attack in clan wars

There was no fix to this problem planned in the maintenance. This will require further investigation to solve.

Please try a force quit and see if this helps
