correct it depends on Apple.

Update has been submitted to Apple, they are now checking it fits the rules of the app store.
And when it does, Clan War will be available.
If it doesn't, it will be another 2 weeks. If it is delayed, it will be another day or two.

But expected update is April 9th, yes
