Yeah they are useable, but only at the lvl it used to be

Lets say that my barb king was upgrading to lvl 16 and the clan war starts, once it takes a screenshot of your war base, it will keep your king useable at lvl 15

im not asking about defense, im saying if im attacking other bases during the war... cause heroes upgrading in the normal game u cant use to attack so why will it be different in a clan war

Actually, this might be inaccurate.
While your defenses are taken a snapshot of and sent to the war map, its true the heroes will remain the level they were.
But offense comes from your normal base, so I think if they are upgrading, they will remain unusable.

if that is true, it creates a huge disadvantage, I cant attack the bases i should be able to without my heroes during a clan war

Oh sorry about that, I actually don't know, I do know what happens in defense but I never heard what would happen during attacking. Thats a good question, take a look at benson's reply

As a level 94, in a level 90+ clan, when we engage in clan wars, the only way to defeat other advanced bases will be using expensive troops, hogs, dragons, pekkas etc. so basically the clan wars is another way to make us have less resources.
