I quite agree, I don't believe they should have to buy gems to participate either, but I do believe they'll probably have to work really hard and upgrade their bases. However, from what I understand depending on their respective clan they might be high enough in their clan to participate regardless of the fact they are low level. I saw in either Godson or Simon's video that the number of participants from each clan will depend on the number of members each clan has rounded down to the nearest multiple of 5

But it seems you effectively have two bases anyway.
On day 1 PREPARATION you get to make design and get CC troops.
Then day 2 you raid one another.
So once you have designed and made a ClanWars base on day 1, save it as your clan wars base and revert to farming base in your normal village.
One way to solve the issue of new buildings or whatever being added would be:
when an old layout is loaded and something isn't compatible (say, a new building, or a tree that spawned where a building should be), instead of loading the old layout, it loads it in village edit mode with the new building in the "to be placed" ribbon at the bottom of the screen. Ditto for buildings blocked by trees or whatever. Then you simply place the "unload-able" buildings somewhere, save the layout, and voila! Once you save the completed layout, you are free to remove the pesky tree and move things around as needed. I don't think it is as complicated as it might seem.
So, today there was a vid I saw that clash of clans recommended to me, and I saw that it was a clan wars teaser or should we say SONG WARS! Here's what I think:
Clan wars will be a music off, not a fight off. It will be a hog rider playing the piano, singing with his pig and a wall breaker pushing it. That means the leader must must be a TH7 or up, and have BOTH wall breakers and pig riders unlocked. Then, you are suppost to protect the piano, and the hog rider on it, as well as the WB, while trying to destroy the opponent's troops. There would probably be a troop limit per player depending on player count.
Your ultimate goal is to destroy the main music makers, (pig, mr. t, and skull with bomb) because they power up the troops they are representing. After the music makers are destroyed, the battle will still be waged, but the one with the music makers is most likely to win. After every troop is destroyed, the battle is over.
