For sure it's a joke, it's Aprils Fool, I can't imagine Clown Wars implemented into the game. Although I think this means Clan Wars is coming.

It's also very possible they just made it where the resources are on top of the CC and when collectors need collecting you can just click the CC once for easier/quicker resource collecting. Y'all are crazy and reading way too much into it. Saying resources on top of the CC automatically means clan wars? That's a pretty big stretch.
