Mortars are great in the core at Th9 and below. At Th10 multi-target infernos make a tier one attack impractical. This greatly downgrades there importance and placing them in the second or even outer layers becomes more common. Since most Barchers at this Th level are going for 50% anyway, it becomes ideal to have them covering the outside of the base.
But at Th9 deciding on Mortar placement requries you look at your ideal cup range. If you are one of the few that decides to farm in Masters III (it is doable) then centralized mortars would be more of a liability than an asset.
For the AD, the second layer for me is ideal. If centralized, Ballooners can still 50% and you become an easy target for hoggers. If not doing that centralized AD is good for discouraging air attacks. So this one depends on cup range, but once in Crystal hoggers make centralizing your AD can make you vulnerable.

Hey guys! Just wanted to let you all know that I have every building (let me know if I skipped one by accident) and will soon will talk about whether or not it's farming, pushing, or hybrid.
