I don't normally keep a builder free. I have 4 builders and I am very conscious of spreading out build start/end times. As a th9 I'm upgrading two long items and two short items (one tesla, one AD, one AT, barb king). That way near the end of th9 I won't be upgrading only teslas and never have a builder available. I need a builder popping up every 2-4 days. At my pace, it takes me about 5-6 days to max gold anyway.
If you can max gold in 1-2 days, you may want to keep a builder free at th9.
