Alright they give you a 100% butt kicking but the loot penalty they get for attacking you is so immense they come out as the losers, not you! The point of maxing things before moving to the next TH is so that you have a bigger pool of choice to raid. Usually people aim to attack TH's only one level lower than their own otherwise the loot penalty just doesn't make it worthwhile. Besides it's better that a TH8 attacked you and stole your loot than a TH7. A TH7 would've been able to steal 90% of available loot while a TH8 would only get about 50% of available loot. Skip maxing the gold mines and elixir collectors if you raid a lot.Originally Posted by CamTheRam98

Anyone can attack a town hall of any level if they are within 200 trophies of each other.
Higher TH's pay a loot penalty for attacking lower TH's. For example, as a TH8, I receive a 50% loot penalty for attacking you as a six. So basically unlessmyou have a huge stash of loot, its not worth my time and resources to attack you.
Secondly, people say max out your level first because as you move up it (loot) gets harder to get.
In my opinion, you dont really need to max out until level 7. The 4th camp at 7 is worth getting sooner than later.
But, make sure you max 7 before going to 8. Once you hit 8, you pay a huge penalty attacking 6's. 7 is the sweet spot for loot in my opinion. Max it all, including walls.
What bases can attack you is based solely on your trophies, regardless of player level or TH level. If you don't want to get hit by TH8s perhaps you can drop some trophies. The purpose for maxing each level is primarily because looting and funding your upgrades gets progressively harder the higher up you go. Plus when you rush you will have an underdeveloped base compared to others and will be raided without the looting penalty you enjoy now. Hope this helps
