With townhall 9 I would stick around the 1500-1700 range. I've found bases with plenty of loot. Around 500000-600000 in total loot.
From what I have heard, gold II to gold I is the sweet-spot of town hall 9

I've been noticing that gold 2 has been looking good
between gold 2 and crystal 1, with lower being good for gold/elixir, and higher better for DE.
I find gold 1 to be a happy medium for all three types of resources.
