In my clan the lower th8s use all dragons with 3 zaps or zap quake rage. Max balloons and quake or haste in the cc. The stronger th8s usually use goho or gowipe.

Drags won't cut it against anti-3 star bases with max sweepers, a full CC with max troops and Max air defences. You are nearly always left with a solitary air defence in the back putting down drags by the second as they wrap around the outside.
Personally, you atleast need a few loons in there against a good base, and even then I prefer to hog considering they only have 1dgb.
You say loot problem, I'll say your problem.
