The fact that people are still able to find inactive bases mean that those bases are not constantly moved to the end of the queue (so not exactly a treadmill). I think it's more like a bag of bronze coin with some gold at the the bottom. Enough people take the bronze coins out at the same time, and eventually someone can take the gold.
They still exists, but definitely much harder to find (unless you're on a lucky streak), that is my entire point.

The problem here is it's really difficult to tell how long a base has been inactive. Infernos/Xbows could be empty in the space of a few raids and the collectors will be full in the space of a couple of days. One of those gold coins could actually belong to someone who's been away for a weekend rather than being truly "inactive".

True, you can find some inactive bases, but those seem to be recently inactive. How many really old inactive bases with anti-wb wall spikes can be found? I haven't seen any in almost a year, and there used to be tons of these inactives before the wallbreaker AI change.
After a certain amount of time, old inactives are practically never to be found again, moved to the back of the queue.
I would get sick of the game if I filled my storages in a few raids and had to wait for a builder for 7 Days, raiding with full storages just aren't the same. I Think that lower THs are pretty balanced for casual players right now, why would they complain then? Well the building time is the most annoying thing at TH 10, that's the reason I would consider making a new account, or maybe to try the game when you acually know what you're doing from the start and with the new features, not cause of the loot.
People do enjoy hitting big loots and abandoned bases but that's because it's rare, I was happy with 5k raids when I started off, then 20k, 100k, 200k, etc. Abandoned bases helps you progress faster but what's the Point of progressing fast if everyone else is doing it at the same pace? You're competing with others in this game, if everyone is getting 2mill gold/h what's the Point? Turning every 100k raid into a 400k isn't what im hoping for.
Choosing your difficulty level would work if this was a single player game but it isn't, you're competing with others, that's the whole Point. Why would anyone choose to make it harder then it is for the ones you're competing with?
I do agree with the last statement, SC tried to fix it with League bonuses and the new loot system but it's still not good enough, I'm hoping for Another solution then overflowing the game with Resources though, the TH 7s would benefit just as much from that.
