I think when you leave a clan you should open yourself up to attack from every member of that clan. This disincentives hopping, sure you get some troops but then the whole clan or maybe just the leader could take them back plus quite a bit of loot.
So basically you're saying this will only work on people who leave clans repeatedly? Or it will work on everyone and they will have the ability to kick and attack them.
I am in a clan with a friend,
He leaves.
I revenge him, and deliberately lose and take no loot.
He gets a free shield.
I invite him back into the clan.
Ta Da
No one with any brains ever loses loot from a raid ever again.
