Using available gems for faster action without having all gems needed

It would be great to be able to use what gems are available to speed up a building or upgrade even if I don't have all the gems needed to complete the action in progress. So if there's 24 hours left on an action and it takes 300 gems to complete but I only have 200 I can use them and reduce the time by 16 hours without having to purchase the other 100 gems.

Just wait until there is 16 hours left and then use them.
