I will comment stats later, for now I will list its multiple abilities.
this wizard is highly powerful and experienced, so he can take out bases as wonderful support with ease. He is twice as powerful as level 6 wizards!

Level 1-
Can shoot two fireballs at once, ability to toss magical dust on ground and teleport past walls. Every 10 fireballs he shoots ( 5 times then) he shoots a jet of lightning dealing double damage of the fireballs.
Level 2-
Can create a shield (If a mortar fires overheard, he tilts it at an angle where all defenses can affect him, but deal 50% damage), teleport, fireballs, but rather than firing lightning, every 8 fireballs other troops within a 4 tile radius are healed by 50.
Level 3-
Shield. Teleport, fireballs, fire sparks at buildings so that dragons can deal 10x damage to them, also every 6 fireballs other troops within a 4 tile radius get a 4 speed increase, and also get a 50% damage increase for 4 seconds.
Level 4-Shield, teleport, fireballs, fire sparks, every 6 fireballs he can let up to 10 other troops teleport with him.
Level 5-Shield,teleport,fireballs,fire sparks, every 8 fireballs he freezes 3 defenses for 3.5 seconds.
more detail later, by the way he only teleports (level 4 is an exception) when the layer is finished, so it just saves little time of destroying the wall.
