Supercell is working on a functional gem box, anything that has to do with gems wont be considered by them in awhile.

Ah, sorry. Someone with two accounts would join an inactive clan, and keep donating to each other. Soon, they would be the top in the clan, and they would get a free 75-100 gems a season.
It's not a bad idea is the reward is resources though, or possibly lower the gem rewards.

Any more added ideas would be greatly appreciated!
In a way, I could see this increasing donations because people would want to donate more. But I could also see it decreasing donations because people wouldn't want other people donating troops because then they would win the competition. If there was a way to make it where it definitely increased donations, then I think they would add it... It would also probably eliminate req and leave clans, which is a good thing.
