It's a give and take, the converse is that with random attacks that you can't control the timing of, the goblins could also steal your resources, so it's not necessarily a net gain of resources into the game. Even if the goblins couldn't get at your resources, if you have your TH in the open like many players do, the goblins would kill the TH, gain a star, and you wouldn't have the "revenge" option available against them, so to speak, since the resources only reset if you actually defend against the attack.
Either way, it's just a way of implementing random goblin attacks into the game. If there was no potential reward for being attacked by them, it would just plain annoy people. The fact that it can potentially be a bonus if you succeed and a reward if you fail is what makes it interesting (though such attacks would simply randomly happen, so you wouldn't "choose" to be attacked). As you sort of mentioned, they could just plain reward resources, but that seems kind of lame in the context of the game; being able to attack the goblin village that attacked you feels like a "revenge" attack against them.
