I don't think its op its kind of like a skele trap that works on all troops
skele traps redirect troops to kill them (same with heroes) the only difference is that this is likely to freeze the tanks which will cause the firepower (wiz pekkas minions etc.) to move in front of the tank. It would be very interesting and yes it could be op in that regard.
