Well clan wars had been debated a lot and it will be hard for them to implement a strategy that fits all the players expectations.

I have a suggestion about Clan Wars. I hope this idea would at least reach Supercell.
Event Background:
The world has discovered an abundance of resources trapped in an isolated labyrinth-like island full of monsters and obstacles. So the most powerful clans in the world have to march their strongest troops and seize their swords against these powerful monsters and clash against the enemy clans to win over the bounty resources and bring the highest glory to the clan as the mightiest.
Event duration:
Daily
How to join:
1. The clan leader (or co-leaders) must register their clan within the day of the event.
2. The clan officers must inform all members about their participation to the event.
3. All members of the participating clans will receive a notice an hour before the event begins.
4. Clan members will be given an option to enter the event map once the event begins.
Event information:
1. The event will last for an hour.
2. Players who accepted the notice of participation will be directed to a special map where the event takes place.
3. The map is designed as a labyrinth made of strong walls. Inside the labyrinth are monsters and traps waiting.
4. Once a player enters the map, the screen will automatically view top of the map that shows the part of the labyrinth where many gold & elixir storages can be found (level 20 perhaps, 100% filled). After a few seconds, the screen eventually scrolls down the map to show the only entrance to the labyrinth.
*All players will start at the entrance.
*Players can only scroll the screen to the parts of the map where their troops (or clanmates' troops) have already been.
*Players can deploy troops anywhere in the map area that your troops (or clanmates' troops) unfold.
6. The main goal of the event is to steal as much resources as it can before the event ends. But this goal is further divided into three; (1) clearing the entrance by clashing with enemy clans to make way for clanmates to enter the labyrinth (2) breaking in into the labyrinth and fighting monsters, (3) advancing to the top of the labyrinth and hitting the storages to top the scorecards.
7. Clans will be ranked based on the amount of resources garnered, the number of enemy clans killed, etc.
Note: The resources in the labyrinth will not be the reward itself, just the basis for scoring.
Rewards:
1. The top 10 clans who gathered most resources will receive a special title with other corresponding rewards (Gems maybe. It's up to the game developers).
2. The top clan who killed most enemy clan troops will receive a very cool title with rewards too.
How to play:
1. Once in the map, players have to tap the screen (as usual) where they like to deploy troops.
2. Each player can only deploy a limited number of his/her best trained troops and can only deploy another when the previous dies.
So that's it for clan wars. I'm not sure if it is possible for an app game, but I think this may help promote teamwork among clans and their members.
