Yes, I had doubts reading 'builder' idea too.

That is... Actually not a bad idea for the builder. Gives a good use for when your not building. Ever so slightly helps the players that don't have 4-5 buildings upgraded at a time, helping the more casual players gain a bit more resources.
Also isn't anything to do with ability to upgrade builders, stack multiple builders on same building to speed up process, which are always annoying to see, as people constantly post about them (filling up idea log) when it's ruled out.
