I had to read through the description a few times to try to grasp the main concept of this troop... It just seems to me that there is too much mumbo jumbo stuff going on here. It's such a complicated concept, especially when compared to the simplicity of the current troops. I feel like you are trying to do too much with this troop. IMO, a simplified version without the abilities and effects to all of these different cc troops, storages, etc would make an exellent idea.
Decide what unique characteristic this troop should have from the other current troops so that he brings a new tactic to the battlefield and go from there. Personally, I think that having his "mind control" (that's just how I choose to refer to it) effect on enemy troops is described in a very OP way, ESPECIALLY if this troop came out of a cc on defence.
I'm not going to go into specifics on what I think would make this troop seem balanced and unique, because I can tell that you are into your idea, and I think that's great! Just keep working on it. It sounds like you are almost creating a hybrid between the power of a troop and the power of a hero, so if it's just a troop you need to simplify it![]()

I like the initial idea, not that its based on HP but the character itself. I don't like that it flies, but I do love the control of enemy troops. this should probably be based on lvl. the higher the lvl the more troops it can control.
lvl 1 - 3 troops
lvl 2 - 4 troops
lvl 3 - 5 troops
lvl 4 - 6 troops
lvl 5 - 10 troops
...
also the enemy it controls, as they take hits, it should damage this unit. maybe add a flag like the king and queen so you can see damage. could even be a hero
also the troops have to be within a specified range. we also need a weapon against this, because this would be mostly an offensive unit, I dont get to pick and choose how to defend my base, so a weapon or unit that can target these units would balance the battles.
