This is a great idea, and I think Supercell should have a similar system in place currently! But, I just had a thought for you to consider:
Experience Levels are virtually useless at the moment, but they do offer a very accurate representation of how strong the player is. For example, you could say most TH7s are in the 50-70 range, and be correct 95% of the time.
Now for my idea: I think that this reward system could be improved by increasing the reward based on Experience Level range. Let's say:
- Lv1 - Lv30: 10;9;7 (As you proposed)
- Lv31 - Lv50: 20;15;10
- Lv51 - Lv70: 50;35;20
- Lv71 - Lv120: 75;60;50
- Lv121+: 100;85;75
The reason for this incremental increase would be to even out the fact that for a TH10 (on average, TH10s are in the Lv121+ category), 7 gems does literally nothing. They can't train almost any high-tier troop, and building costs are getting into the thousands of gems in order to complete. The only issue, though, would be whether or not Supercell would be willing to give out these high amounts of gems, because for the 'Highest Donator' award alone, in the highest category, they'd be losing $1 per clan.
However, the 'Best Member' reward, being solely based off of opinion, should be around 10 gems just as a little perk for being a productive member.
