If you click on the "Quick links" at top right, that has a link for "Forum Chiefs".
That link first shows what it calls "Supercell Staff" (which includes moderators even though we aren't actually staff), then a list of just the moderators, and finally a list of game specialists.
It is group 2 you want. There is a "Send PM" button alongside each name.
