This is definitely not true. Galadon shared in a video that the recommendation builder menu is designed to recommend upgrading when you cant spend an available resource anymore. A system in the game designed by SC is intentionally designed to help guide when to rush so you aren't wasting resources.
About your idea, consider this: you bring 10 th 11s, 9 th 10s and because you had to, 1 inactive th 9. Normally this th 9 matches with a th 10 so its fine but occasionally you actually face a th 9. Because your th 9 is inactive, no one can ever attack the th 9 on the enemy's side but their 9 attacks. In this case its bad enough they are down 2 attacks but now they are down 2 attacks and can't even get 3*s. Is this a fair system? In this scenario the base is also worth 5% so even on a tie the clan has to be able to get enough % to make up the unavailable %. Imagine this war ending 57-57 tie and the enemy clan used all 40 attacks. This means the first clan 3*ed all but the th 9 they couldn't attack while the other clan missed 3* elsewhere. Who do you think deserves to win this war?
The fault in your idea is that it removes strategies from war and potentially punishes clans casual and smaller clans for making sacrifices.

Actually he can. That is why you tell or ask humbly to whosever higher TH included in your 5v5 war not to attack the lower th in enemy clan, and to allow the TH 4 or lower guys to attack first so can they can have a chance. Who's going to attack the lower TH in enemy clan anyway? It's your clan!
If that's not ok to them them that's the problem of your clan.
That is and should be a clan decision. Not something forced on you by the game.
Some clans may prefer the lower players to run scouting attacks to determine what is in the enemy CC, and maybe find some traps. Others prefer to let the low players go first on whatever they think they have a chance on.
But that is entirely up to the clan. If members of your clan are not following what the clan wants, then boot them.
