Only thing I can think of is a tribute to some very old, bad Robin hood type movies. I vaguely remember some characters looking like him. I think the pumpkin may be his hair but can't unsee the pumpkin.

I think the skin is a throwback to the Rascal Boy from Clash Royale. Doesn't make me any more fond of it, however. I would be embarassed to have this skin equipped.
