Seen it, tried it and quite meaningless in my book. Good clan people do the same things regardless if they are member, elder or leader. Personally I prefer to be just a member as that makes global more usable compared to being elder/leader.

If you really care about leading your clan again, just go into the clan and tell everyone you're gonna re-create the clan so you'll be leading and try to get your members to follow. If it works, then you'll be the leader of the new clan and you'll have a good bit of your old members. If no one follows, then that just means that they don't want you to lead them anymore and it's time to move on. Hope this helps.
