There is no "best time" in terms of time of day.

And once you get to be a reasonable level (of trophies), there is so little chance of getting a revenge anyhow that it just isn't worth the bother of looking.

When you can take more loot from your opponent’s base than they took from you. Don’t rush revenge. Plan it.

the best time is about three weeks after they hit you AND an event has just completed.

rationale: they are full of loot, will have grown in the intervening time, as you will have. and they will find it annoying they cant revenge you back

Maybe it has just been too long since I've made use of revenge, but I guess I don't understand the point of trying hard. Odds are the player won't even know it was a "revenge" attack and they won't remember having hit you either. In the time spent checking the log to see if you can revenge and scouting the base to see if now is a good time to revenge you could just have hit next while searching in multiplayer and found a good full base to attack.

That said, if SC is going to keep revenge, they probably can now also get rid of the time delay that is built in to prevent players from revenging as soon as the other player loses their shield. That was needed back in the day when revenge was possible at the top, but now that legends works different it isn't needed.

Or even swing the pendulum the other way, base is open to revenge for 5 minutes before getting put back in the pool. Would make revenge a little more user friendly if you happen to try at the right time.
