Have your animals all escaped? That has happened to me before.
Actually looks like she’s got two loaded up.

Wallet's not full. This is on one of my mini farms, but I did have a full wallet on my main farm just prior to this, and it did allow me go to the sanctuary, but not collect the tokens until I spent some (I got the 'your wallet's full' message).
UPDATE:
I just got back on the game and tried to go to a nearby building. The "Oh no your animals escaped" message popped up even though the truck still showed two on board (and no previous message had appeared) and there were no animals in sight. It was like I was stuck there and couldn't travel anywhere. Then, I see two animals drop down in two nearby areas and I was then able to pick them up and go to the sanctuary. Looks like Kathy was correct, but for some reason, it was stuck. Thanks everyone!

That has happened to me.... I usually leave the sanctuary and go do something like visit the town or whatever, when I come back the animal escape appears.... they usually escape when the tokens were just te right amount or color I wanted! Lol
