It still is very preliminary, but I think there's reason to suggest that the defensive gaps are largest in the middle leagues. Because offensive strength can be assumed to largely follow the defensive strength (although much less reliably), we should assume the biggest offensive strength gaps to also be in the middle leagues.

Granted there probably is a gap somewhere up in Masters, but I'm wondering if it's not more appropriately labeled a 'skill' gap.

Agree with that. I think we found the gap between Crystal 1 and Masters 3 to be bigger than the gap between masters 3 and masters 2.

Yeah, and on top of the difference in skill between those upper leagues, there's also likely to be a difference in activity. A 15 man roster has 105 attacks available, and I'd estimate you need to consistently use about 100 to stay in Masters (though this is a guesstimate). Compare that to middle Golds where you can hang on with as little as 50-60 attacks used.
