Its probs a bug that was in earlier versions of the game or a ♥♥♥♥ that is just code that was put into the game when the person was offline.
It's a rare database bug it happens really seldom and I understand that once one of them leaves they won't come back as a leader....anyway time to make a wish and buy a lottery ticket it's so rare

It happens, and if they do it without promoting somone else I beleive it goes to the highest donator.
