Anything that causes a piece of software, whether it's an application or operating system or any other kind of software, that causes it to behave in a manner that is not intended or expected is generally called a bug. A "bug" is a wide ranging term whether it causes a crash of the program, a function to not work, or may have unintended actions, all of these fall under the category of a "bug". Though technically in software there really isn't anything called a "glitch" as it's just another term for a "bug". The terms can be used interchangeably. However, in informal terms, a glitch is usually a bug that doesn't require a serious recovery effort like restarting the program manually.
