That has happened many a times. All you can do is Just wait. This bug automatically resolves after a few days.
Alternatively, you should check if you're putting the write email in the box without any typos.
This thing generally happens when you're attempting to Share your account, and which is against the ToS.

I mean to say that yes, it happens sometimes normally, when you're not sharing, but that at that time it gets resolved automatically in a few minutes time. Typically would take around 30 minutes, I've experienced it.
However, if you're already logged on a device and attempt to share, then it takes days for this thing to get back to normal.
