So let's say I bought it in my country (Canada) and gave the the code to a friend elsewhere (Australia) would he be able to use the code?

Yes, if he created a Canadian iTunes account and redeemed it on that. If he tried to redeem it with his Australian account it would say it's not valid in his country.

I live in Australia and have a US and Canadian iTunes account for iTunes codes and downloading apps only available to their respective app stores.
