Report those clans to SC support. They would take care of them.
Two issues here. There is the type of collusion where clans let other people into their clan to see the opponent bases so they can copy and practice attacks. Then there is the type of collusion where the two clans intentionally give each other easy bases or give one of them easy bases for high stars to help them win. The latter is the much bigger problem and has clearly been labeled as cheating by SC and has been punished by SC in the past with temporary (not nearly strong enough bans). However, it doesn't seem SC has done much to ban that type of behavior in a long time. We can look at the star results pulled by players showing the clear collusion every month and see those same players/clans taking part in CWL again next month.

CWL is messed up
Even in this CWL, multiple World Champs caliber clan matched family clans in Ch1 and one of that clan decided to give free 45 stars(By putting lower TH bases) just to the main clan and with others 6 in the group, played like usual with all TH13 line up.
When someone pointed out that on twitter that they are win trading ,the clan's excuse was that it's not their fault that their family clan decided to give them free 45 stars.
Idk ,may be they are innocent?Right?
I hope SC look into this.
