FNo, there are no obstacles blocking (white tree) or unplaced building (white house). The “set as active” button is green and would just do nothing
Found out the answer, the purple thing with the supercell logo on it wasn’t placed in the village , so I went into edit village and placed it, removed it again and I was able to save it , and activate it this time.
Not sure how it got into that state in the first place, but it’s been unchanged for a few weeks. It’s a copy of my war base so i know which walls to upgrade. It is most likely it’s the first time I have tried to make that layout active since the summer update, as I know for sure my gold went into building upgrades , and most likely my elixir didn’t go into any walls either

Try some common steps like:
- turn off/on device
- clear cache
- clear ram
- turn off background apps
- check your internet (switch between wifi/mobil)
- check clash for update
- check device for update
- very last option the factory reset
I did some of those (including opening on a second device too) and found the workaround to fix it as above by editing the layout , while writing the post
It’s as if 1 part of the game correctly knew the house icon shouldn’t be displayed and keep the button green , but another part (selecting a layout) was hanging because of unplaced buildings. It just looks like a 1 time glitch since the update, but I still posted it anyway if the devs have a way to recreate as above
