The idea of variable limits depending on clan size was suggested quite early on, and was rejected by Supercell.

The idea is that Clan Games are supposed to be easy to complete for a sizeable, active clan, and possible (but not so easy) for smaller clans, down to a size of about 15 (actually ended up being 13 to allow a round number for the cap).
