Can't speak to 30x30 as we do 15x15 but in Crystal 3 if you are running a bunch of 9s and 10s you are likely facing demotion.
We got promoted from Crystal 2 to Crystal 1 last season. We ran a mix of 13s, 12s and 11s - nothing smaller. We were probably lucky to get promoted and may bounce back to Crystal 2 after this war. We've been bouncing around C2 & C1 since at least last July. The number of 10s we see on either roster has continually dropped and the 9s have all but disappeared, we might see 1 or 2 filler 9s in the 15 spot over 7 days.
I would suspect in Crystal 3 you'd see some TH10s (though not a lot) and very few if TH9s.
I can't speak to gold as we haven't been there for quite some time.
