Because the troops are 2D, if we wanted to create a new "skin" for them, yes, each troop would have to be completely re-drawn and re-animated. It is a far more time consuming task than creating a skin for an existing 3D frame like we do with the Heroes. For example, if we were to create a new Barbarian skin, you'd have to redraw each Barbarian facing a certain direction. Then redraw every single animation frame of each type of attack. Now multiply it by the number of directions the troop can face and the number of different animations the troop can do. Now multiply that by the different number of levels.
Furthermore, another reason it's ruled out is because each troop level has a relative visual distinctiveness to denote its level. So creating a skin would create three dilemmas:
1. Would the skin be a single one for all levels? If so, then you couldn't tell what level the troop is. Or...
2. Would the skin just be for maxed level troops? Then it'd be out of reach for many players and we'd have to think about what happens when we add a new level to that troop.
3. Would we make a new skin for each level the troop shows a visual change? If so, then that is way too resource intensive when that time could be spent on other aspects of the game.
