Can’t find any of my expansion permits

I would always find them but I never knew what they were, until I searched it up and now this whole time I been finding them but where are they?? I’m in level 37 and how does it work ? I been expanding land and they should show up where I can use them, is it only for some Certain land ?

the permit land begins when you can see and access those plots which contain special decorations. I believe they are accumulating nonetheless and you will see them when you get a little bigger.

You should be able to see them if you tap on one of the plots of land that’s immediately next to the long road and contains a decoration. For example, you can tap on the one with the red telephone both with a wreath on top, and it should show your permits.
