Interesting idea. Though through your logic, builders would gain happiness when they aren't building and are set for resting but this would inhibit players from actually playing the game like its meant to be (upgrading your base, troops and resources to conquer others). Rather than add a happiness meter, why not add a female builder to the game that comes with every existing builder? This would give out 2x the number of builders for each builder that is bought with gems and would make 'hiring' other builders with gems more reasonable (as the total number of builders would then become 10). The builder would also be happy as he would have a female companion (or maybe a daughter) who could either:
A) Help him with an existing build project to halve the time of said upgrade.
B) Start her own project to have two going at the same time (for full time).
Another suggestion would be that the Builder Hut could become somewhat larger (like the size of the Barracks). Upgrading a Builder Hut would provide your Builder with better tools to decrease the duration of upgrade times and might be able to rig the building with traps like a forge when under attack. The resting period idea could also come into play by allowing the builder excess energy to complete upgrades faster.
SuperCell could obviously rack up the price for each new builder to allow these changes to be implemented. Since you are given enough gems at the beginning to 'hire' two builders, the starting gem amount would have to be lower as you would be able to buy two builders for a single price.
The happiness seems like a creative idea.

You do realise builders aren't real? They don't need to be happy, they are part of a game. I'm afraid to say, wreck it Ralph is a fantasy film, that doesn't happen in games.
