I certainly don't know, not being a moderator, but I suspect it's primarily a question of how likely the use is to actually be a problem. Just like if someone uses the words "don't water" they don't mean the insulting word which you get taking 4 letters starting with the T. VBulletin doesn't have the option to censor phrases, we can only censor words or part words.
