New gnome?

I have a gnome in derby rewards and because I use my phone to play it's too small to make out. It's a male with a blue hat facing left, I think he has a pipe. I thought I had all the gnomes but I can't place this one.

It sounds like that is the police gnome and if so it was available before this update already.
