We had seen in the video of SC, that the builder is going somewhere or maybe outside the Village. What it can be???

Here the correct quote.

During the development of Clan Games and the lead-up to TH12, we thought about adding a new form of currency. The original goal was to use this currency to buy various "spell" components that would allow you to create magic items. We originally had a list of magic items for each upgrade. So instead of a Book of Fighting, there were magic items to upgrade Barbarians, items to upgrade Goblins, items to upgrade Archers, etc.

In the end, it gave us a list of like 200+ different Magic Items. One look at that list and we realized it was the wrong path, so we narrowed it down to just the Books you see today. The Books are more versatile, less complex, and also cleans up the UI instead of having a list of hundreds of different items you may or may not need. We added Medals as a CWL currency specifically because we knew that the Magic Hammers were only going to be available from the War Leagues.

The alternative, new currency also was scrapped. It added a level of additional complexity to the economy that simply wasn't needed. Dark Elixir is already the premium resource that is far rarer than anything else. Adding a 4th type of resource to farm would be something that is wholly unnecessary. It wouldn't add any extra depth to the game, nor would it make the game more convenient or more strategic.

So no, we won't be adding a 4th resource to the game any time soon.

could someone point me to the official announcement as I am having trouble finding anything but speculation. Maybe I am losing my mind which is entirely possible but I thought they ruled this out. Anyway thanks.

They have absolutely never ruled out more TH levels, in fact they have said in the past that TH13 would definitely come at some point.

As of now, they have not made an official announcement that TH13 is coming.

But with the teaser video they released, if it doesn't, then Darian had better have a secret nuclear bunker to hide in for a few years

It is not confirmed officially, but I don't think there is any realistic doubt.
