just did it myself , 5 weeks though and not as active as it sounds like you are. Selective rushing though so not everything was done at every townhall level as i dont war with this account, just needed help in clan with donations(camps still need to be done twice). Also ticked off "unbreakable" at the same time and i do recommend staying low in trophies.
Sir , if you don't attack how you get resources for building . I think sir collectors are not enough.
sorry, i DID attack, but kept the cups low. Down there(bronze) its super easy to hit a couple "nexts" to find a whale to nail. Doing this to nab your daily stars was usually enough to keep 5 builders and lab going. boost once in a while with gobs when low on loot. 700 cups was the magic number for me and you will spend a LOT of time dropping cups to stay there

Two months or less should be more than reasonable to do it. I started an account from scratch and had it at th12 within 2-1/2 months. Loot is not a problem throughout as long as you can find the time to raid consistently.
Yes , even i am getting perfect loot and now i have upgraded town hall to lv 9 .

In year 2017,Nov... I had a rushed th9 my second account (war weight of th7) with lv 5 king and no queen
Now it is close to max [few lvls of mortar and 240+ walls left] approximately took me 2 years to recover my rushed base
I played more than 2 hours a day
In 2018 , started 2 other accounts<My 3rd and 4th account> , they are TH 11... working on them too , one has max heroes , other account has king at lv 45
you can recover any rushed base provided you have enough time to farm and participate in all clash events
like CWL , Clan games, troops event etc.
But I still recommend not to hyper rush, do moderate rush
for example
if you are a th10 ,have defense maxed as that of th9 & offense<Troops which you use for war&farm> maxed for th10
if you are a th11 ,have defense maxed as that of th10 & offense<Troops which you use for war&farm> maxed for th11
Getting to 12 wasn’t hard, about 2 months, but it took me a further month to max the workshop...max gobs are the key but again hard to get all that elixir with rubbish troops and level 1 defenses doesn’t help to keep it!!!
