Its a game, if you want to be at the top you have to play like a top player. Of course buying tons of gems is only going to get you the best base, but top players are only there because they are extremely good at what they do when they clash. By the way, CoC is not the only game/activity you become good at just because you spend a couple of thousand dollars on it, it's like football/soccer, you can have the best gears in the world but if you can't kick a ball accurately then don't expect to be the best in the world.

Easily exploited...some of them yes, and they're obvious, like a god forsaken gem collector. Whoever thinks that's a good idea doesn't need to play lol. Too hard to program?! You're tellin me that supercells programmers are so bad, that they can't implement a clan wars feature, or implement and balance a donation feature for res, or a bank vault...stuff like that.....a lot of games have such things. Maybe they should hire some programmers from blizzard lol.
Clan wars is being developed right now. Also some other 'big' update which I forgot. Definitely only in the early days though.
Because of how clans are designed, it is impossible to balance a res donation feature, as someone could make 2 accounts and funnel a limitless amount of resources into their main. Or 3. Or 4. Or even 100, if (s)he felt so inclined.
Same thing for a bank vault.

Okay- first note.
Clan wars is in development. It's been confirmed by supercell. Sometime in june is the estimate.
On your next issue: Donating resources. For someone who can easily see how big of an issue gem collectors would be, it shouldn't be that hard to figure out what could go wrong with donating resources.
Let me walk you through the steps:
1: Player does not have enough resources. Doesn't want to buy gems, so he creates 5 other accounts to donate resources to his 1 main account. No need to buy gems ever again.
2: Multiply the issue by however many people play the game. Supercell quickly loses money due to a sharp fall in gem sales.
3: On the verge of bankruptcy (Okay, maybe I'm exaggerating), supercell decides to make users start paying to play the game.
Can you see how this might just be a little teeny weeny bit of a bad idea?
