Not quite sure what you meant so...

high level game play is usually considered to be townhall 9 or 10.
high level attacks are usually considered to use golems, witches, wizards ect.
high player level is somewhere around 90-95+ as that is what many "high level" farming clans require.
high level farming gold grab is somewhere north of 1 billion.

It depends on what you are talking about! If you are talking experience wise, I would consider 70+ high. Town Hall, I would say a decently upgraded TH9 with combine hero levels of 15 at least. Just my opinion.

Can't vote because I'm on my phone, but I always (subconsciously) consider a high level to be whatever I've just passed. At level 50, I considered that a big deal, then 75+ as that was when you got a pekka statue, then 89, 90 and I'm level 97, so I'm sure it will soon be 100

Level 110+ players mostly have maxed up th 9 or good th10 bases.
